Overview
Montgomery is among the most affordable state capitals in the country. Redfin's median sale price was $194,907 for the three months ending September 2026, down 2.1% from a year earlier, with homes taking a median of 74 days to sell and 560 sales in September. The metro's listing median was higher at $275,575 (Realtor.com, September 2026), and the Montgomery Area Association of Realtors reported a $255,000 area median for September 2025, because Pike Road, Prattville and east Montgomery pull the regional number up. Inside the city, first-time buyers find brick ranches and bungalows in older midtown and east-side neighborhoods well under the regional median, often below $200,000. At AHFA's posted Step Up rate of 7.250% for FHA loans, a $195,000 purchase with 3.5% down runs roughly $1,280 a month in principal and interest before taxes, insurance and mortgage insurance.
The honest news first: the City of Montgomery does not currently operate an open-application down payment program. Its Housing Development Division administers HUD HOME funds, which it says have paid for first-time buyer down payment assistance in the past, but the 2026 HOME dollars are being offered through a request for proposals to developers and nonprofits, not to individual buyers. Call the HOME Program Manager at 334-625-2297 before assuming otherwise. What is active: the Montgomery Housing Authority's HCV Homeownership Program lets current voucher holders put their voucher toward a mortgage payment as first-time buyers; Habitat for Humanity Montgomery sells homes it builds with a 0% 20-year mortgage (payments averaged $400 to $500 a month on new homes) to households at 30% to 60% of the county median income who complete 400 hours of sweat equity, with orientations in January, April, July and October and a 12-to-18-month timeline; and FHLBank Atlanta's homeownership set-aside grants, up to $17,500 for first-time buyers or $20,000 for teachers, health care workers, first responders, law enforcement and veterans, arrive through member banks for households at or below 80% of the county AMI (or the state median family income if higher), with $1,000 of your own money and a five-year retention agreement.
Local Programs in Montgomery
City of Montgomery HOME Investment Partnerships Program (first-time buyer down payment assistance, not currently open to individual applicants)
As of October 29, 2026 the City posts no buyer-facing application, guidelines or amounts; the only HOME documents are the PY 2026 HOME RFP (open date notice) and the PY 2025-2029 Consolidated Plan. Any first-time buyer assistance would reach buyers through a nonprofit or developer awarded HOME funds. Contact the HOME Program Manager at 334-625-2297 or the Housing Director at 334-425-7799 to ask whether a down payment program is funded this year.
Montgomery Housing Authority HCV Homeownership Program
MHA's page does not say whether homeownership slots are currently open or describe the application process beyond its general housing portal; call 334-206-7200 or email info@mhatoday.org. Buyers still need a mortgage from a lender willing to work with voucher homeownership.
Habitat for Humanity Montgomery homeownership program
Applicants must have never owned a home, attend a quarterly orientation (January, April, July, October; call 334-832-9313 to schedule), pass credit and background checks, and complete 400 hours of sweat equity, which can include required budgeting and home-maintenance workshops. Closing typically comes 12 to 18 months after application. Down payment or closing cost requirements are not stated.
FHLBank Atlanta AHP Homeownership Set-aside Program (First-time Homebuyer Product and Community Partners Product)
First-time buyer status (HUD/FHA definition) is required for the $17,500 product but not for the Community Partners product. Minimum $1,000 borrower contribution. Funds are reserved by member banks on a first-come basis; FHLBank Atlanta's 2026 product sheet is dated January 2026 and does not post remaining availability, so ask the bank. The full requirements live in FHLBank Atlanta's AHP Implementation Plan.
Stacking With Alabama Programs
Most Montgomery buyers start with AHFA's Step Up: a 30-year FHA, VA, USDA or HFA Advantage conventional first mortgage through a participating lender, with down payment assistance of 4% of the sales price up to $10,000 as a 10-year second mortgage, for households earning up to $172,800 regardless of size, a 640 minimum credit score, a 45% debt-to-income cap and a required homeownership education course; first-time buyers under county limits can use AHFA's bond-funded First Step instead, and the Affordable Income Subsidy Grant covers closing costs on HFA Advantage loans. AHFA's pages do not publish rules on layering third-party assistance, but an FHLBank Atlanta grant is delivered by the lender at closing and can accompany a Step Up loan when the lender is both an AHFA participating lender and an FHLBank Atlanta member; voucher homeownership through MHA is a monthly subsidy that works alongside any of these. Confirm the stack and lien positions with the lender in writing.
Full details, income limits, and the federal FHA, VA, and USDA options are on the Alabama first-time homebuyer programs guide. When you know what you qualify for, compare the best mortgage lenders for first-time buyers and confirm the lender is approved for the program you plan to use.
Tips for First-Time Buyers in Montgomery
The state program is where most Montgomery buyers start. AHFA's Step Up pairs a 30-year FHA, VA, USDA or HFA Advantage conventional first mortgage with down payment assistance of 4% of the sales price up to $10,000, structured as a 10-year second mortgage, for households earning up to $172,800 regardless of size, with a 640 credit score and a 45% debt-to-income cap. On a $195,000 home that is $7,800 of help. First Step (AHFA's bond program) serves first-time buyers under county income and price limits, and the Affordable Income Subsidy Grant covers closing costs on HFA Advantage loans. An FHLBank Atlanta grant can layer on top if your lender is both an AHFA participating lender and an FHLBank Atlanta member; AHFA's materials do not publish layering rules, so get it in writing.
Practical notes: AHFA requires a homeownership education course, and FHLBank Atlanta and Habitat want counseling or workshops too. HUD's counseling locator returns only one HUD-approved agency in Montgomery, Legal Services Alabama, so many buyers use approved online courses such as eHome America; confirm the course is accepted before paying. FHLBank Atlanta funds are first-come, first-served through the year, so ask in winter or early spring. Habitat is a long game; apply at the next quarterly orientation if your income fits. Voucher holders should ask MHA directly, since its page does not say whether homeownership slots are open.
In a city where the median home sells for under $200,000, $7,800 from AHFA plus a $17,500 FHLBank grant can cover the entire down payment and most closing costs. The limiting factor is finding a lender who is approved for both, so make that your first phone call.
