Overview

Charlotte's market has cooled from its pandemic sprint. Redfin's citywide median sale price was $419,800 in September 2026, down 1.2% from a year earlier, and Canopy MLS reported the same month at $420,000 for the city with homes averaging 49 days on market, up from 46. That extra time is good news for buyers who need a down payment assistance approval to catch up with their offer. The number that really shapes a first-time purchase here, though, is $365,000: House Charlotte will not fund a purchase above that price, which in practice points you toward townhomes and condos, older single-family homes on the east and west sides, and the Corridors of Opportunity rather than South Charlotte or the Lake Norman suburbs (which are outside city limits anyway).

House Charlotte is the city's program, administered by DreamKey Partners. If your household earns at or below 80% of area median income ($93,900 for a family of four under the 2026 matrix), you can get a base loan of up to $30,000 plus a match of up to $50,000 against other assistance, for a total of up to $80,000. Between 80.01% and 110% of AMI ($129,150 for four), the base is $10,000 with a match up to $20,000; City of Charlotte, Mecklenburg County and Charlotte-Mecklenburg Schools employees in that band get up to $30,000 with no match required. The money is a 0% deferred second mortgage with no payments, a 30-year affordability period, and forgiveness at year 31; recapture deed restrictions and a first right of refusal are recorded, so ask DreamKey exactly what is owed if you sell in year 10. You must not have owned property in the past three years, the home must be inside city limits (check the mapping application; unincorporated Mecklenburg does not count), and tenant-occupied or as-is listings are off the table.

Program overview revised June 29, 2026; FAQ revised June 2026. DreamKey's page is headed 'Limited Funding. Plan Ahead.' and reservations are first-come, first-served with a maximum of 20 per month; funding is not guaranteed until reserved. Maximum purchase price $365,000 for new construction and existing homes. First-time buyer means no property ownership in the past three years and no ownership interest in land or deeded timeshares. Matching funds must come from nonprofit DPA, bank-provided DPA or the buyer's own DPA; relatives' gifts can cover closing costs. Funds can be used for down payment, closing costs, rate buy-down and principal reduction. All borrowers must complete 8 hours of HUD-approved homebuyer education and counseling before closing (online courses from eHome or Framework earn 4 hours, so the other 4 must be one-on-one counseling); certificates are valid one year. Must use a House Charlotte-approved lender whose loan officer has completed House Charlotte training; the lender submits the request. Existing homes must pass a House Charlotte code inspection (the city pays for the initial inspection and one re-inspection); as-is sales and tenant-occupied properties are not eligible; new construction under six months old needs a certificate of occupancy. Processing takes about 20 business days from a complete package. DreamKey states House Charlotte can often be combined with NCHFA's Community Partners Loan Pool.

Stacking With North Carolina Programs

NCHFA's NC Home Advantage Mortgage (FHA, VA, USDA or conventional through a participating lender; income up to $158,000; 640 credit score; first-time status not required) adds down payment help of up to 3% of the loan amount as a 0% deferred second forgiven 20% a year in years 11 through 15, or, for first-time buyers and veterans, the NC 1st Home Advantage Down Payment of $15,000 on the same forgiveness schedule. Buyers at or below 80% of county AMI can instead add the Community Partners Loan Pool (CPLP), a 0% subordinate loan of up to 25% of the price or $50,000, which must be combined with an NC Home Advantage Mortgage or a USDA 502 Direct loan, requires 6 hours of education plus 2 hours of one-on-one counseling, and is accessed through a participating CPLP member nonprofit. DreamKey says House Charlotte 'can often be combined' with CPLP, and House Charlotte's match structure explicitly counts nonprofit and bank DPA, so a sub-80% AMI buyer can in principle stack an NC Home Advantage first mortgage, CPLP and House Charlotte; NCHFA's public pages do not address local DPA directly, so the lender must clear lien positions and combined loan-to-value with both agencies.

Full details, income limits, and the federal FHA, VA, and USDA options are on the North Carolina first-time homebuyer programs guide. When you know what you qualify for, compare the best mortgage lenders for first-time buyers and confirm the lender is approved for the program you plan to use.

Tips for First-Time Buyers in Charlotte

The stack that makes the $80,000 ceiling real is state money. An NCHFA NC Home Advantage Mortgage brings up to 3% of the loan as a forgivable second, or $15,000 through NC 1st Home Advantage for first-time buyers, and buyers under 80% of AMI can add the Community Partners Loan Pool, a 0% subordinate loan of up to $50,000 accessed through a nonprofit partner. DreamKey says House Charlotte can often be combined with CPLP, and nonprofit and bank DPA count as the match that unlocks the extra $50,000. Your first mortgage can be FHA, VA, USDA or conventional; what matters is that the lender is both NCHFA-participating and on the House Charlotte approved list, because loan officers must complete House Charlotte training before DreamKey will accept a file.

Practical tips. Funding is limited and reservations are capped at 20 per month, first-come, first-served, so get your education done and your lender lined up before you fall in love with a house. All borrowers need 8 hours of HUD-approved education and counseling; online courses count for 4, with the other 4 in one-on-one sessions, and the certificate lasts a year. Existing homes must pass a House Charlotte code inspection (the city pays for the first inspection and one re-inspection), and the city recommends your own full inspection on top. Budget about 20 business days for DreamKey to process a complete package, and write that timeline into your contract.

The realistic closing thought: House Charlotte is one of the more generous city programs in the Southeast, but the $365,000 price cap and the monthly reservation limit mean it rewards buyers who are organized and flexible about location. If you are under 80% of AMI and willing to buy east or west of Uptown, the combination of House Charlotte, CPLP and an NC Home Advantage loan can get you to closing with very little of your own cash. Above 110% of AMI, you are working with the state programs alone.
