Overview
Philadelphia remains the most affordable big city on the East Coast for a first home. Redfin's median sale price was $278,867 in September 2026, up 4.6% from a year earlier, and rowhouses under $250,000 are still normal in Kensington, Olney, Frankford, Southwest Philly, and much of North and West Philadelphia. The trade-off is condition: a lot of that inventory needs work, and older rowhomes bring inspection surprises. Buyers who want turnkey are competing in South Philly, Fishtown, and the Northeast, where $350,000 to $450,000 is the norm.
The city's core program is Philly First Home, run by the Division of Housing and Community Development through PHDC. It is a grant of up to $10,000 or 6% of the purchase price, whichever is less, for down payment or closing costs, but it carries a 15-year string: move out or refinance before you have lived there 15 years and you repay it. Eligibility means a first-time buyer (or no ownership in three years), a single-family home or duplex in Philadelphia (condos are excluded), and household income at or below the published chart, which runs from $85,900 for one person to $122,700 for a family of four and $162,000 for eight, the same 100% of AMI chart PHDC uses for Turn The Key. You must finish free one-on-one counseling at a City-funded housing counseling agency before you sign an agreement of sale, which is the step people most often get backwards. The grant is offered "while funding is available," and the city does not post a live funding status, so check with a counseling agency the week you start.
Local Programs in Philadelphia
Philly First Home
Offered 'while funding is available'; neither phila.gov nor PHDC posts a live funding status, so confirm with a counseling agency when you start. First-time buyer = never owned or no ownership in the past three years. You must complete free one-on-one homeownership counseling at a City-funded housing counseling agency BEFORE signing an agreement of sale (the agreement must be signed after counseling). If you use another grant, PHDC says to confirm with your counselor that it is compatible. No City-approved lender list is published, but your lender must accept the grant and its 15-year repayment condition. Program statistics on PHDC's page show an average sale price of $193,300 among recipients. Questions: 215-686-9749.

Several sites (including Brewerytown, Point Breeze, and Wharton/South Philadelphia) are marked SOLD OUT; others are in construction. Create an account and apply through the PHDC portal to be notified when construction begins in selected neighborhoods; submitting does not place you on a waiting list or guarantee a home. PHDC-approved one-on-one counseling is required before signing an agreement of sale, and you must use a TTK-approved participating lender. PHDC's 2025 year-to-date stats: 117 approvals, 29 lenders, $70,285 average grant, $273,869 average sale price. Buydown repayment/forgiveness terms are not spelled out on the page.
One Philly Mortgage Program
NOT YET OPEN as of October 29, 2026: PHDC's page says guidelines and the application process are being finalized and to check back for how to apply. Lenders, funding amount, and launch date are not published. Contact 215-448-3000 or info@phdc.phila.gov.
Stacking With Pennsylvania Programs
PHFA's Keystone Home Loan or HFA Preferred (Lo MI) first mortgage can carry Keystone Advantage Assistance (up to 4% of the price or $6,000, repaid over 10 years at 0%) or K-FIT (5% of the lesser of price or appraisal, forgiven 10% per year over 10 years, Keystone Home Loan only), plus the $500 PHFA Grant with HFA Preferred; PHFA will not let its own assistance programs be combined with each other. PHFA's pages do not address local grants, and Philly First Home tells buyers to have their housing counselor confirm that any other grant is compatible, so get written confirmation from both the counselor and a PHFA participating lender before counting on Philly First Home plus PHFA assistance. FHA, VA, USDA, and conventional loans all work with Philly First Home.
Full details, income limits, and the federal FHA, VA, and USDA options are on the Pennsylvania first-time homebuyer programs guide. When you know what you qualify for, compare the best mortgage lenders for first-time buyers and confirm the lender is approved for the program you plan to use.
Tips for First-Time Buyers in Philadelphia
Two companion programs matter. Turn The Key sells newly built homes on formerly vacant city land in neighborhoods like Strawberry Mansion, Nicetown-Tioga, Grays Ferry, and West Kensington, with up to $75,000 in mortgage buydown assistance plus the $10,000 Philly First Home grant for buyers at or below 100% of AMI; several sites are already sold out and you apply through PHDC's portal to be notified as phases open. One Philly Mortgage, which will use public funds to pay part of the interest and eliminate mortgage insurance for low- and moderate-income first-time buyers, is announced but as of late October 2026 PHDC still says guidelines and the application process are being finalized.
Stacking with the state: PHFA's Keystone Home Loan or HFA Preferred first mortgage can bring Keystone Advantage (up to 4% or $6,000, repaid over 10 years at 0%) or K-FIT (5% of the price, forgiven 10% a year over 10 years), though not both. PHFA's pages do not address local grants, and Philly First Home tells buyers to have their counselor confirm that any other grant is compatible, so get that confirmation before you count on both. FHA, VA, and conventional loans all work with Philly First Home; there is no city-approved lender list, but your lender must be willing to document the grant and its 15-year repayment condition.
Realistically, $10,000 covers most of the closing costs on a $200,000 rowhouse and lets you keep your savings for the repairs that house will need. Budget for an inspection, a sewer scope, and a roof reserve, and remember the 15-year clock before you plan to upgrade in five.
