Overview
Waukesha is a suburban market whose prices have run away from first-time budgets: Redfin's September 2026 median sale price was $414,802, up 10.8% in a year, the steepest increase among the five Wisconsin cities we cover. The county's down payment program caps the home value at $390,000 for an existing house ($440,000 for new construction), so assisted buyers are shopping below the city median, mostly older ranches and Cape Cods in Waukesha proper, Pewaukee, Sussex and Mukwonago, plus condos.
There is no City of Waukesha down payment program, but the city is fully inside the HOME Consortium service area run by Waukesha County Community Development, which covers Waukesha, Washington, Ozaukee and Jefferson counties. The HOME Consortium Down Payment Assistance program is a forgivable loan of up to $10,000 for down payment and/or closing costs on an owner-occupied single-family home or condo (no duplexes). It is forgiven 20% for each full year you stay, so after five years nothing is owed; sell, move out, transfer title or do a cash-out refinance earlier and you repay the unforgiven share. Income must be at or below 80% of the county median: for Waukesha County in 2026 (effective June 1) that is $60,700 for one person, $69,400 for two, $78,050 for three and $86,700 for four. Total debt ratio tops out at 50% and the housing ratio must be at least 18%. The property must pass the Consortium's code inspection before closing. Eligible areas as of January 1, 2026 include every city in the county and nearly every village and town (the towns of Eagle and Ottawa and the villages of Chenequa and Oconomowoc Lake are excluded). Habitat for Humanity Waukesha-Jefferson-Rock is the other local path, with 2026 Waukesha County income bands of $22,750 to $60,700 for one person and $33,000 to $86,700 for four, and an affordable mortgage in exchange for sweat equity. HRI's downtown Waukesha office also administers an HCRI grant of up to $8,000.

Habitat for Humanity Waukesha-Jefferson-Rock Homeownership Program
Selection on need, ability to pay and willingness to partner; first step is the online Home Screening form; first-time-buyer status, credit rules and application windows not published on the page. The affiliate is also a HOME Consortium participating lender, so its buyers can pair a Habitat mortgage with the county's $10,000 DPA. Contact home@habitatwaukesha.org, 262-309-6025.
Housing Cost Reduction Initiative (HCRI) Grant
HRI is a HUD-approved counseling agency and one of the HOME Consortium's approved counselors (217 Wisconsin Ave., Suite 411, Waukesha; 262-522-1230). First-time-buyer rule not stated by HRI, though HCRI grantees generally serve first-time buyers. HRI's page also lists HOME Consortium DPA as 'up to $5,000 deferred', which is outdated versus the county's current $10,000 forgivable loan.
Downpayment Plus (DPP)
Pre-purchase education and counseling required; $1,000 buyer contribution; 2026 funding $48 million for IL/WI, first come, first served; may be layered with HOME Consortium DPA and WHEDA.
Stacking With Wisconsin Programs
Waukesha County's HOME DPA page explicitly allows combining its $10,000 forgivable loan with state (WHEDA), Federal Home Loan Bank and HUD assistance, so a WHEDA Advantage conventional or FHA first mortgage with Easy Close (up to 6%) or Capital Access ($7,500, limited 2026 allocation) can carry both the county loan and FHLBank Chicago's Downpayment Plus. WHEDA requires its DPA in second lien position and permits additional government or Community Seconds-compliant assistance behind it, so the county's recorded HOME mortgage typically lands in third position; the lender must be both WHEDA-approved and a HOME Consortium participating lender. Keep the price under the county's $390,000 existing-home cap (well below WHEDA's limits) and total CLTV at or under 105%.

Tips for First-Time Buyers in Waukesha
The county's page says the HOME DPA may be combined with other down payment assistance from the state, the Federal Home Loan Bank, HUD or other sources, so WHEDA Advantage with Easy Close or Capital Access, plus FHLBank Chicago's Downpayment Plus through a member lender, are all on the table. The HOME loan is secured by a recorded mortgage, and WHEDA insists its own DPA be in second position, so the county loan would typically sit third; WHEDA allows that when the assistance meets Fannie Mae Community Seconds or HUD government-DAP rules. FHA and VA first mortgages both work (the county has an FHA-specific retention form). Your lender must be on the Consortium's participating-lender list, which runs to more than 80 banks, credit unions and mortgage companies, and any Wisconsin-licensed lender can join by signing a participation agreement.
Funds are reserved by the lender, not by you, so tell your loan officer on day one that you want HOME Consortium DPA and have them submit the reservation form. One-on-one counseling with an approved agency (HRI in downtown Waukesha, La Casa de Esperanza, Consumer Credit Counseling Service or Movin' Out) is mandatory before closing and is paid for by the HOME program; without the Certificate of Achievement in the file, the county will not fund the loan. Income is calculated from two months of pay stubs projected forward, and a co-signer's income counts even if they will not live there. The county reports no waiting list. Contact Debbie Narus at (262) 896-8170 or dnarus@waukeshacounty.gov.
Ten thousand dollars goes a lot further on a $300,000 condo than on a $415,000 house, and the $390,000 cap is a real wall in this market. Buyers who qualify at 80% of AMI generally do better targeting the lower half of Waukesha inventory, layering WHEDA and DPP, and treating the forgivable loan as a five-year commitment to stay put.
